You may want to adjust to give more heel clearance for the bags when you pedal, or to match the spacing of your rack. Using a screw driver to loosen the set screw securing the hook. Slide the hook to the desired position (it can sometimes be done directly on the rack) then re-tighten the set screw. Then repeat the same process with the bottom hook.
